The Modernizing Government Technology Reform Act (HR2985) was reported out of committee with unanimous bipartisan support (42-0) on 2026-02-04, reauthorizing the Technology Modernization Fund through 2032 and requiring agencies to identify high-risk legacy IT systems. This is a procedural step with no direct funding appropriated, but it signals continued congressional focus on federal IT modernization, benefiting cybersecurity and cloud vendors like CRWD, PANW, and MSFT.

The bill's unanimous committee passage signals bipartisan support for federal IT modernization, which is a structural tailwind for cybersecurity and cloud vendors. CRWD and PANW are the most leveraged to the legacy IT reporting requirement, as their core products directly address the security risks the bill targets. MSFT benefits from its entrenched position in federal cloud and productivity software, but the impact is diluted across its massive revenue base. No real market data was provided for stock prices, so analysis is based on structural positioning. The bill's impact is moderate (score 3) because it is an authorization bill without appropriated funding, and the market impact depends on future appropriations and agency implementation.
Active government convergence in this signal’s sector right now.
Over the last 90 days, 421 separate government actions have converged on Cybersecurity / Zero Trust. What that means: federal dollars are already moving — agencies are soliciting bids and awarding contracts, not just talking, and legislation and executive action are building the policy and funding tailwind behind it. When independent channels move together like this — 305 procurement notices, 87 federal contracts, 21 bills, 3 news, 3 executive actions and 2 patents — it's the clearest early tell that Washington is committing to cybersecurity / zero trust, the kind of build-up that reshapes the sector well before it's obvious in the headlines.
Converging government actions
The Modernizing Government Technology Reform Act (HR2985) was ordered to be reported (amended) by the House Oversight and Government Reform Committee on February 4, 2026, with a unanimous 42-0 vote. The bill reauthorizes the Technology Modernization Fund (TMF) through 2032 and adds new requirements for federal agencies to annually submit lists of legacy IT systems posing the greatest security, privacy, and operational risks. The bill is currently awaiting floor action in the House.
The money trail here is critical: the bill authorizes the TMF's continued existence but does not appropriate any specific funding. The TMF is a revolving fund administered by the GSA that provides upfront capital for IT modernization projects, with agencies repaying the fund over time. Actual funding for TMF projects comes from separate appropriations bills. The bill's primary market impact comes from the new reporting requirement—forcing agencies to publicly identify their most vulnerable legacy systems creates a compliance-driven demand for modernization services and cybersecurity solutions.
No convergence signals were provided in the enrichment data, so this bill stands alone as a legislative signal. However, the bipartisan 42-0 committee vote and the presence of companion bill S3306 in the Senate indicate strong legislative momentum for federal IT modernization. The bill's sponsors include Rep. Nancy Mace (R-SC) and original cosponsor Rep. Gerald Connolly (D-VA), giving it bipartisan credibility.
Structural winners are cybersecurity and cloud infrastructure vendors with established federal footprints. CrowdStrike (CRWD) and Palo Alto Networks (PANW) are pure-play cybersecurity firms that directly benefit from increased legacy system scrutiny and modernization mandates. Microsoft (MSFT) benefits from its dominant position in federal cloud (Azure Government) and productivity software (Office 365 Government). The bill's focus on legacy IT risk creates a tailwind for these vendors regardless of whether TMF funding is immediately appropriated.
The timeline: the bill has cleared committee and awaits floor action in the House. Companion bill S3306 has been read twice and referred to the Senate Homeland Security and Governmental Affairs Committee. Passage in the 119th Congress is plausible given bipartisan support, but actual market impact depends on subsequent appropriations for the TMF.

The President invokes Section 232 of the Trade Expansion Act to declare that imports of robotics, industrial machinery, and their components threaten national security, and directs the Secretary of Commerce and USTR to negotiate agreements with trading partners to adjust these imports, potentially leading to tariffs or quotas within 180 days.
This proclamation initiates negotiations to adjust imports of wind turbines and their components under Section 232, citing national security concerns including cybersecurity vulnerabilities, radar interference, and grid reliability. It does not immediately impose tariffs but sets the stage for potential trade restrictions, and notes that certain wind turbine components made of aluminum, steel, or copper are already subject to existing tariffs.
This executive order establishes a Women's Health Division within the NIH to coordinate and accelerate research on understudied women's health conditions, and creates a White House Women's Health Task Force to drive policy reforms and translation of research into clinical practice across federal agencies. It directs specific agencies to prioritize research, data collection, and translation into prevention, diagnosis, and treatment, with a focus on all life stages from infancy through aging.
