Cable One's stock may see a slight positive reaction from this award, but the impact is modest given the small percentage of revenue. The broader implication is that federal broadband subsidies remain a stable funding source for rural telecom operators, supporting their long-term growth. Investors should monitor legislative developments like HR10288, which could expand funding opportunities for companies like $CABO.
The Federal Communications Commission awarded $16.6M to Hargray Telephone Company, LLC, a subsidiary of Cable One, Inc. ($CABO), under the High Cost Program. This program provides direct subsidies to companies expanding connectivity in unserved or underserved areas, supporting the FCC's universal service mission. The award is a direct payment, not a reimbursable contract, meaning it adds immediately to Cable One's revenue.
Cable One, a publicly traded broadband provider with $1.7B in annual revenue (FY2025), operates primarily in rural and suburban markets. The $16.6M award represents approximately 0.98% of its top line—a small but meaningful contribution that can be directed toward network upgrades or operational costs. Given the recurring nature of the High Cost Program, this subsidy may be part of a steady funding stream for Cable One's rural operations.
Legislatively, HR10288—a bill to ensure ReConnect program assistance is technology-neutral—shares the same objective of expanding rural broadband. While not directly authorizing this specific award, it signals continued congressional support for broadband subsidies, benefiting companies like Cable One that depend on such programs.
Supply chain impacts are indirect; equipment providers such as CommScope ($COMM) or Calix ($CALX) could see downstream demand if Cable One uses the funds for network infrastructure, but no direct subcontractors are identified in this award.
Historically, FCC High Cost Program subsidies have provided stable, low-risk revenue for rural telecom operators. Similar awards in prior years have contributed to consistent cash flows for companies like CenturyLink (now Lumen) and Consolidated Communications, though the amounts are typically small relative to overall revenue. For Cable One, this award reinforces its position as a beneficiary of federal rural broadband policy.
