ed GOCO operating model that preserves Government mission priorities while providing the operating contractor meaningful responsibility and flexibility to manage the facility as a competitive manufacturing enterprise. The Government is seeking input from both traditional and non-traditional defense contractors as it explores transforming its operational strategy. The Government is seeking industry input on BGAD ECoE potential solutions achieving long-term self-sustainability, that would meet both defense and commercial needs, while providing resilience to the energetic organic industrial base. Schedule: The Government intends to host a 3-day event, consisting of a General Session and two subsequent days of one-on-one engagements. 17 November will be the General Session, which will consist of an open forum where Industry and Government discuss the topic areas identified in the GOCO and ECoE RFIs. 18 and 19 November will exclusively be one-on-one meetings with interested parties for both GOCO facility operations and the BGAD ECOE. The Government intends to have senior leaders and subject matter experts available for both the General Session and one-on-one engagements. A draft agenda for the General Session will be provided prior to the event. Instructions for Registration: Registration to attend is required, but attendance at the event is currently not limited per company. However, the Government reserves the right to further restrict attendance based on capacity restrictions, should the number of registrations exceed capacity of the venue. Registration for the event must be submitted via email by 30 October 2026 to usarmy.ria.acc.mbx.s3coe-events@army.mil. All interested participants must complete and provide the below information: Company Name and UEI/CAGE Name (First, Last, Middle Initial) and email address of each individual being registered Whether or not each registrant is a US Citizen If applicable, request for one-on-one engagement for either GOCO Strategy or BGAD ECOE, or both, with a mandatory description of the planned discussion topic(s) during the one-on-one. The Government will assign one-on-one breakouts based on the topic/level of engagement necessary. For GOCO Strategy one-on-one requests, please be specific which areas of consideration from the RFI below you are interested in discussing. If you have an alternate topic related to the overarching GOCO strategy, please detail it in your request. For the BGAD ECoE one-on-one requests, the intent is to discuss submitted RFI response and address any outstanding questions from both parties. In order to attend the event, registered individuals will need to bring a valid form of identification with them (REAL ID or passport) to access the facility. For both one-on-one opportunities, session durations will be tailored based on the scope of the proposed discussion topics and available time. The Government will coordinate to ensure maximum participation, but due to availability of personnel and time slots, cannot guarantee all one-on-one requests will be granted. The Government will notify you of a scheduled one-on-one timeslot by COB 06 November. The Government is seeking Industrys input to help shape the contents of the event. If you havent already, please respond to the questionnaire in this post relating to GOCO facility operations and/or to the BGAD ECOE RFI located at Notice ID: W519TC-26-R-0019 (https://sam.gov/workspace/contract/opp/513aee5332ab4f1083396f8b658e7978/view). If you have any questions regarding the event, please reach out to the ACC-RI Source Selection Support Center of Excellence (S3COE) team at usarmy.ria.acc.mbx.s3coe-events@army.mil. Executive Summary The current operating strategy for Government-Owned, Contractor-Operated (GOCO) Army ammunition plants requires reassessment to ensure the Organic Industrial Base can meet future requirements for safety, responsiveness, capacity, modernization, supply-chain resilience, and affordable lifecycle performance. Traditional GOCO competition and contract approaches may not consistently create the incentives, flexibility, or accountability necessary to operate Government-owned facilities as modern and competitive manufacturing enterprises. In particular, existing approaches may overemphasize Government-directed workload and reimbursed facility operations rather than operator responsibility for productive utilization, maintenance, modernization, workforce development, workload capture, and operational performance. The Government is seeking industry input on a commercially disciplined GOCO operating model that preserves Government mission priorities while providing the operating contractor meaningful responsibility and flexibility to manage the facility as a competitive manufacturing enterprise. Under such a model, the contractor would be expected to sustain, modernize, maintain, and improve the facility through efficient operations, productive utilization, pursuit of approved workload, and sound business practices. The Government seeks to identify contracting, workload, risk-allocation, facility-use, oversight, intellectual-property, and performance-management constructs that will enable this model while preserving appropriate Government accountability, safety, security, and access to required production capacity. Portfolio Acquisition Executive Agile Sustainment & Ammunition (PAE AS&A) is assessing the future GOCO operating strategy before proceeding with future GOCO competitions. Purpose Army Contracting Command Rock Island, on behalf of PAE AS&A, intends to host an Industry Day in November 2026 focused on transforming the operating strategy for GOCO Army ammunition plants. Specific Industry Day details will be provided separately; registration is not currently required. This Request for Information (RFI), together with the subsequent Industry Day, will help the Government understand feasible business and operating models for future GOCO facilities. The Government will use industry feedback to inform discussion of alternative approaches to facility operations, modernization, workload management, contract structure, and oversight. Objective The Governments objective is to establish a commercially disciplined operating model for GOCO Army ammunition plants that improves responsiveness to Warfighter requirements while sustaining long-term plant viability, modernization, competitiveness, and accountability. The desired model would provide the operating contractor with appropriate flexibility and meaningful responsibility to manage facility utilization, maintenance, modernization, workforce, supply chain, and approved workload. The Government seeks input on the risk-allocation mechanisms, workload authorities, facility-use structures, performance measures, and oversight approaches necessary to support this model while preserving Government mission priorities. The desired end state is a modern, flexible production enterprise capable of efficiently increasing, reducing, pausing, restarting, changing over, and surging production in response to Warfighter need without disproportionate impacts to cost, schedule, quality, workforce readiness, safety, or production capability. The Government is particularly interested in performance measures that demonstrate: Safe and reliable operations; Schedule reliability and order-to-delivery responsiveness; P

Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.

Investor context
  • $LDOS reported $15.3B revenue in FY2025. The median single-winner award in these 13 past awards, $347K, is under 0.1% of that. 10-K

One award's total value against one year of revenue; many awards are paid over several years.
