What the notice says

The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to enter into sole source negotiations and subsequently award an Indefinite-Delivery-Indefinite-Quantity (IDIQ) type contract to the Boeing Company. This IDIQ will provide the engineering and Integrated Logistics Support (ILS) support for the Post Production Support (PPS) phase of the T-45 aircraft. This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no… (show all)

other services will satisfy agency requirements. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Boeing is the designer, developer, manufacturer, and supplier of the T-45 aircraft and its systems. The Government does not possess the necessary Technical Data Package (TDP) consisting of data in the design, engineering, and performance details of the aircraft needed to perform the engineering and logistics investigations or integration of design changes into the aircraft. Performance of these efforts by any source other than the OEM is not possible without the TDP. Therefore, Boeing, the sole T-45 Training System (T-45TS) manufacturer, is the only responsible source capable of performing the engineering and Integrated Logistics Support (ILS) support for the Post Production Support (PPS) phase for the T-45TS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Responses shall be made in writing by E-mail to the attention of Allison Smith at allison.n.smith.civ@us.navy.mil and Kathleen Dougherty kathleen.c.dougherty.civ@us.navy.mil using the contract information provided in this synopsis. For information regarding subcontracting possibilities, please contact the Boeing Companys representative, Michael Palazzola, who can be reached via email at Michael.T.Palazzola@boeing.com.

Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.

Investor context
  • $SAIC reported $7.4B revenue (12 months to Jul 31, 2026). The median single-winner award in these 4 past awards, $1.0M, is under 0.1% of that. SEC filing

One award's total value against one year of revenue; many awards are paid over several years.

Latest awards

Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.

Competitive landscape

For the 4 most frequent past winners above. Lobbying is matched by the company's exact name or exact ticker; agencies are as named on the filings.
