Full Analysis

The Planning for Animal Wellness Act (PAW Act) became public law on October 17, 2022, during the 117th Congress. It requires FEMA to create an advisory working group within 180 days to review and recommend best practices for household pets, service animals, and captive animals in emergency preparedness and response. The working group comprises state, local, academic, veterinary, and nonprofit representatives, and must report within one year on the sufficiency of existing guidance. There is no authorized funding, no procurement, and no mandate affecting private industry. The law is purely administrative — it directs FEMA to coordinate existing efforts. Since enactment, the working group has been established and is operational. There is no further legislative action required. The bill has no revenue implications for any sector, and no identifiable publicly traded companies are positioned to benefit. The convergence candidate set is empty, so no broader signals are present. The PAW Act is a low-impact, final law that does not create a market-moving event.
