HR9896, introduced in the House and referred to committee, would amend the Higher Education Act to include aviation training costs in student cost-of-attendance calculations, potentially expanding federal student aid for pilot training. This is an early-stage bill with no funding authorized and no near-term market impact. For airlines like $DAL, $UAL, and $LUV facing pilot shortages, the bill could modestly support the pilot pipeline over the long term, but the effect is indirect and small relative to their revenues.

No immediate market implications. The bill is in early legislative stages with no funding authorized. For airlines, any impact on pilot supply would take years to materialize and is marginal relative to their revenue bases. Investors should monitor committee action but not adjust positions based on this bill alone.
On July 23, 2026, Representative Beatty (D-OH) introduced HR9896 in the 119th Congress. The bill was referred to the House Committee on Education and Workforce. It has 8 cosponsors, including bipartisan support from Representatives Stefanik (R-NY) and Nunn (R-IA). The bill is in early legislative stages with no committee hearings or markup scheduled.
The bill amends the Higher Education Act of 1965 to include licensure, certification, and aviation training costs in the determination of cost of attendance for federal student aid. This is an authorization bill that does not appropriate any specific funding. It would allow students to include aviation training expenses when calculating their eligibility for federal student loans and grants, but actual disbursement depends on existing Title IV program limits and future appropriations.
There is no convergence with other signals in the provided data. The bill stands alone as a targeted education policy change.
Structural winners are airlines that operate pilot training pipelines and face chronic pilot shortages: Delta Air Lines ($DAL), United Airlines ($UAL), and Southwest Airlines ($LUV). By making aviation training more affordable through federal student aid, the bill could increase the supply of trained pilots, potentially reducing airlines' recruitment and training costs. However, the impact is indirect and marginal — pilot training costs are a small fraction of airline operating expenses, and the bill does not guarantee increased enrollment or graduation rates.
Timeline: The bill is at the earliest stage — referred to committee. It must pass the House Education and Workforce Committee, then the full House, then the Senate, and be signed by the President. Given the 119th Congress runs through 2027, passage is uncertain and likely years away if it advances at all.

What the bill does
Amends the Higher Education Act of 1965 to include aviation training costs in the determination of cost of attendance for federal student aid eligibility.
Who must act
Students pursuing aviation training programs at eligible institutions of higher education.
What happens
Increases the maximum amount of federal student loans and grants available to cover aviation training costs, reducing out-of-pocket expenses for students.
Stock impact
Delta Air Lines operates a pilot training academy (Delta Propel) and faces a pilot shortage. Expanded student aid for aviation training could increase the pipeline of qualified pilots, reducing Delta's recruitment and training costs over the long term. However, the effect is indirect and small relative to Delta's $58.0B revenue.
What the bill does
Same as above: includes aviation training costs in cost of attendance for federal student aid.
Who must act
Students pursuing aviation training programs at eligible institutions.
What happens
Increases federal loan/grant availability for aviation training, lowering financial barriers for aspiring pilots.
Stock impact
United Airlines operates Aviate pilot development program and faces similar pilot supply constraints. Expanded student aid could support a larger applicant pool, potentially reducing United's pilot training investments. Impact is indirect and marginal relative to $53.7B revenue.

This proclamation modifies the list of Canadian products subject to a 50% additional ad valorem duty imposed under Section 338 of the Tariff Act of 1930, removing some products from the duty and adding others, effective October 30, 2026. The action is part of an ongoing dispute over Canada's motor vehicle tariff scheme and is intended to offset discrimination against U.S. commerce. The President directs implementation through the Harmonized Tariff Schedule and authorizes U.S. Customs and Border Protection to issue rules.
This executive order directs federal agencies (primarily NOAA and the Department of Commerce) to shift fisheries management toward prioritizing recreational fishing over commercial interests by modernizing data collection, replacing outdated mail-in surveys with real-time mobile reporting, and allowing state-collected data to substitute for federal data when error rates are lower. It also mandates reviewing and potentially revising National Standards under the Magnuson-Stevens Act, rescinding regulations that restrict marine access, and launching pilot programs for iconic fisheries like Atlantic striped bass, with the goal of boosting the $1.2 trillion outdoor recreation sector.
This proclamation bans imports of certain Canadian products, escalating a trade dispute over Canada's motor vehicle tariffs. It builds on prior actions under Section 338 of the Tariff Act of 1930 to impose an import exclusion, effective September 29, 2026, for goods currently subject to a 50% duty. The measure directs U.S. Customs and Border Protection to implement the ban and removes these products from the tariff regime, potentially disrupting supply chains in automotive and related sectors.
