Performance includes discovery interviews and working sessions; review of selected HHS workflows, systems, and technical operations; technical and process analysis; prioritization of modernization opportunities; development and testing of prototypes or proofs of concept; validation with HHS stakeholders; and preparation of implementation recommendations and plans. Required outputs include an integrated work plan, current-state assessment, prioritized modernization opportunities portfolio, technical recommendations, agreed prototypes or proofs of concept, implementation plans for HHS-selected opportunities/prototypes, supporting technical and operational documentation, an implementation roadmap, and an executive readout/summary. The attached RFQ contains the complete scope, quotation instructions, evaluation factors, pricing schedule, and applicable terms. HHS anticipates issuance of one firm-fixed-price purchase order. The Government intends to make award by September 30, 2026. Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.
