Evaluation and Basis for Award Award will be made to the responsible Quoter whose quotation, conforming to the solicitation, represents the best value to the Government, price and other factors considered. The following factors will be used to evaluate quotations: Technical Capability Comparable Equipment Experience Price Technical Capability is more important than Comparable Equipment Experience. All evaluation factors other than Price, when combined, are significantly more important than Price. As quotations become more equal in their non-price merits, Price will become increasingly important in the award decision. Only technically acceptable quotations will be eligible for award. The Government may select a higher-priced technically acceptable quotation when meaningful advantages associated with Technical Capability and/or Comparable Equipment Experience warrant the additional price. The production and delivery schedule is required for Government planning and coordination and will not, by itself, be used as a discriminator among technically acceptable quotations. The detailed evaluation criteria and basis for award are contained in Section M of the attached RFQ. Quotation Submission Quotations are due no later than 12:00 PM Central Time on Friday, September 25, 2026. Quotations shall be submitted via email to: Kim D. Roberson Contract Specialist Email: Kim.D.Roberson@usace.army.mil Quoters shall comply with all quotation submission requirements contained in Section L of the attached RFQ, including submission of a signed and dated copy of the RFQ and acknowledgment of all amendments, if applicable. To be eligible for award, the Quoter shall maintain an active Federal Government contracts registration in the System for Award Management (SAM) when the quotation is submitted and at the time of award. Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.
- $RTX reported $93.5B revenue (12 months to Jun 30, 2026). The median single-winner award in these 30 past awards, $36K, is under 0.1% of that. SEC filing
One award's total value against one year of revenue; many awards are paid over several years.

Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.
