The 161st Air Refueling Wing, Phoenix AZ intends to award a single source contract to Black River Systems Company, Inc. for BR4925R Ninja RFFE System upgrades under the authority of FAR 8.405-6(a)(1)(i)(B), due to proprietary specialized equipment replacement. Please note that this is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with the NGB A4S Memo dated 07 June 2024, all NINJA 4925 RFFE Retrofits shall be acquired directly through Black River Systems Company. Black River Systems Company is thus the only vendor capable of providing technical support on their proprietary system.
