Given that the site is located in a secure military facility requiring constant escorts, do you anticipate any logistical or labor hour challenges that the Government should account for in the final solicitation? Do you recommend conducting a pre-proposal site visit/walkthrough for all prospective bidders during the official solicitation phase, or is the provided layout diagram sufficient for final pricing?
