Required services include: Development of an integrated program and itinerary focused on U.S. small modular reactor technology, policy, regulation, research, industry, safety, workforce development, and potential application in a high-density urban environment. Coordination of substantive engagements with relevant U.S. Government agencies, nuclear industry organizations, reactor technology companies, research institutions, universities, policy specialists, and other qualified stakeholders. Coordination of meaningful access to appropriate nuclear energy facilities, research institutions, industry representatives, and technical experts. International and domestic travel coordination, lodging, ground transportation, participant support, scheduling, meal arrangements, and contingency management. Continuous program accompaniment by a qualified civil nuclear or SMR subject-matter expert capable of explaining technical issues, facilitating discussions, and responding to participant questions. Program design appropriate for an international media delegation, including access to authoritative sources, interview opportunities, media filing periods, and sufficient technical context to support accurate reporting. Pre-departure participant preparation, Embassy coordination, program monitoring, and post-program evaluation and reporting. The Government requires a contractor capable of integrating specialized SMR technical programming, international reporting-tour management, and end-to-end multi-location participant and travel support as one coordinated service. CRDF Global has documented directly relevant experience implementing more than 25 United States-based SMR study tours under the Department of States Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology program. CRDF Global also has experience implementing Embassy-sponsored reporting tours for international journalists, managing International Visitor Leadership Program projects, coordinating multi-city international visitor programs, and engaging organizations and experts across the U.S. advanced nuclear sector. Based on the market research conducted, the Government believes that CRDF Global is the only source reasonably available that presently possesses the complete combination of SMR-specific technical experience, established advanced nuclear-sector relationships, international reporting-tour experience, qualified technical resources, and integrated program-management capability required to perform the contemplated contract within the required period.
