What the notice says

The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) sole source contract to Cobham Advanced Electronic Solutions (CAES) Inc., 305 Richardson Road, Lansdale, PA 19446, to produce and deliver Low Band Transmitters (LBTs) to Low Band Consolidation (LBC) Transmitters, as a follow-on to current LBC production contract N00019-23-C-0038. This procurement will implement an engineering change proposal (ECP) developed under a previous contract (N00019-16-C-0007) and includes supplies and services required for the production and delivery of sixty-five (65) modified LBTs to LB… (show all)

C transmitters and associated spare components, as well as updating eleven (11) -501 LBCs to -503 variant, Government Furnished Material (GFM) repairs, and Non-Recurring Engineering (NRE) supporting changes required to address emerging threats, obsolescence, and increased production. To maximize reuse, the existing LBTs will be provided to CAES as GFM, modified, tested, and delivered as LBC transmitters. The LBC Transmitter will be a direct form and fit replacement of the LBT in the existing ALQ-99 pod. It is anticipated this LBC Transmitter procurement will be awarded in Quarter 1 FY26 with a base award of one (1) year, with four (4) option years. Deliveries are estimated to begin in Quarter 3 FY27 and end Quarter 3 FY28. The LBT and Band 4 transmitter are part of the AN/ALQ-99 Tactical Jamming System (TJS), are flown on the EA-18G aircraft, and provide vital Airborne Electronic Attack (AEA) jamming capability against radar and communications targets in the suppression of enemy air defenses. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (a) (2) (ii) (B), in which it is likely an award to any other source would result in Unacceptable delays in fulfilling the agencys requirements." As the sole system designer, developer, integrator, and manufacturer of the LBT, CAES is the only known source with the requisite knowledge, experience, and technical expertise to modify the LBC Transmitter and successfully integrate into the existing LBT and AN/ALQ-99 TJS. This contract being synopsized will be a follow on contract to sole source FY23 LBC contract # N00019-23-C-0038 . This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.) Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue any solicitation, make an award, or to be responsible for any monies expended by any interested party before award of a contract for the efforts detailed above. Information provided herein in no way binds the Government to solicit for or award a contract.

Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.

Investor context
  • $LHX reported $19.4B revenue in FY2025. The median single-winner award in these 3 past awards, $2.7M, is under 0.1% of that. 10-K
  • $DRS reported $2.8B revenue in FY2025. The median single-winner award in these 3 past awards, $2.7M, is under 0.1% of that. 10-K

One award's total value against one year of revenue; many awards are paid over several years.
