The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Deputy Director of Contracting, AFICC /KC (OL-ACC), 114 Thompson Street, Bldg 586, Room 129, Langley AFB, VA 23665, telephone (757) 764-5372 (DSN 574-5372) email: acc. a7k1@us.af.mil. Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.
- $DXPE reported $1.7B revenue in FY2025. The median single-winner award in these 6 past awards, $53K, is under 0.1% of that. 10-K
One award's total value against one year of revenue; many awards are paid over several years.

Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.
