What the notice says

Oxford Instruments is the sole Original Equipment Manufacturer (OEM) and… (show all)

exclusive developer of the Aztec/mics/xstream/xmax80 analytical system. Oxford Instruments retains all proprietary rights, technical data packages, diagnostic utilities, and firmware required to service this equipment. No authorized third-party vendors exist. Servicing by non-certified personnel would void system integrity, compromise laboratory data accuracy, and impact foreign material exploitation (FME) mission readiness. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources may submit a capability statement demonstrating their ability to satisfy this requirement without access to OEM proprietary technical packages by the closing date of this notice. All capability statements must be submitted via email to: lisa.monfiston.civ@us.navy.mil or kevin.a.williams216.civ@us.navy.mil.

Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.
