What the notice says

Presolicitation Notice of Intent to Sole Source This is a Presolicitation Notice published in accordance with the Revolutionary FAR Overhaul (R-FAR) 5.101(a). The Air Force Operational Test & Evaluation Center (AFOTEC) A7K at Kirtland AFB, New Mexico, intends to award a sole-source, firm-fixed-price (FFP) standalone contract to Industrial & Commercial Security Systems, Inc. (ICSS, CAGE Code 03BX3) under the authority of R-FAR 13.101(b) (Noncommercial Products and Services - Single Source Reasonably Available). 1. Requirement Description: The contractor shall furnish all labor, materials, profe… (show all)

ssional programming, and electrical certifications necessary to purchase and install twenty-six (26) new DSX access-controlled badge readers, control cabinets, power supplies, and high-durability locking hardware on secure interior vault doors in Building 20129 at Kirtland AFB. All work must be executed in accordance with the attached Statement of Work (SOW). 2. Technical & Brand-Name Exclusivity: Building 20129 utilizes an active, facility-wide proprietary DSX Access Control System managed via proprietary DSX SQL server software. ICSS is the authorized installer holding administrative configurations, wiring schematics, and secure database credentials. Integration of third-party hardware or utilization of alternative technicians would immediately void active system warranties, fail to communicate with the master base controllers, and result in unacceptable security vulnerabilities and substantial duplication of cost. 3. Submission Instructions: This notice does not constitute a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All capability statements must be submitted electronically to the Point of Contact listed below no later than the response date and time specified in this posting.

Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.

Investor context
  • $VVX reported $4.9B revenue (12 months to Jul 3, 2026). The median single-winner award in these 11 past awards, $51K, is under 0.1% of that. SEC filing

One award's total value against one year of revenue; many awards are paid over several years.

Latest awards

Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.

Companies are matched to tickers by exact name only. A company we could not match shows no market rows; that is a miss, not a finding.
