Supported through Market Research, the Treasury IA has determined no other commercial or non-commercial sources can satisfy the services requested due to OECD�s requirement that authorization for these services is only issued to sovereign OECD members and OECD being the sole organizer of �The 2009 Guidelines.� As such, the OECD Secretariat is the only entity that could prepare and launch a Toolkit with legitimacy around the world, serving as the framework for emerging markets seeking to implement investment screening and a benchmark for established regimes. The period of performance for this award is anticipated to be twelve (12) months from the date of award.
