ibitive. The current ad-hoc model lacks a process with defined material flow, supply-chain management, quality control, and software deployment process. Consequently, ongoing assembly and support practices require excessive time and specialized personnel that a small team cannot realistically maintain. Furthermore, the existing packaging is not optimized for rapid global air transport, and the chassis design needs human factors optimization for installation and removal in shipboard and austere environments. As a result, these cumulative limitations reduce overall operational availability, increase the burden on forward-deployed personnel, and raise long-term lifecycle costs. This delays the Navy's critical ability to rapidly produce, transport, install, and sustain this capability worldwide. Desired Outcomes & Constraints (Submissions may be for one or all requirements) ?Process Design: Production Process: An operational, production-representative process capable of producing a defined pilot lot using controlled material, assembly, programming, inspection, test, configuration-management, packaging, and acceptance processes that is executable by a small team. Deployment Process: A lightweight, practical support process that enables a small team to provision and deploy the capability with minimal specialized infrastructure. Sustainment Process: A lightweight, practical support process that enables a small team to support, maintain, repair, reconfigure, and reconstitute the capability with minimal specialized infrastructure. Packaging Plan: A rugged, efficient, and reusable packaging plan compatible with Joint Modular Intermodal Containers, Pelican cases, or comparable solutions that enable rapid global air transport and protect the system and associated components during storage, shipment, and operational movement. Human Factors Optimization. The project seeks modified chassis, mounts, and installation/removal processes that reduce the time, tools, personnel, and specialized equipment required to install and uninstall the system in shipboard and austere field environments. Questions: Questions should be submitted to jennifer.a.felton.civ@us.navy.mil via email no later than 1600 EST (4:00 PM Eastern Standard Time) by November 09, 2026. Submission Guidelines, Evaluation, and Eligibility Requirements: Refer to BAA N6893625S0001 (https://sam.gov/workspace/contract/opp/54d124889d3f423fa900e43c4b041026/view) posted on SAM.gov for submission guidelines and evaluation. While the BAA is an open announcement, the Government is requesting responses for this problem by 1600 EST (4:00 PM Eastern Standard Time) December 01, 2026. Required Submission Changes: When submitting the response, the cover page must specifically reference N6893625S0001-0001 to be considered.

Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either. Notices whose amount is a placeholder such as $999,999,999 are not added in. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.
Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.
For the 5 most frequent past winners above. Lobbying is matched by the company's exact name or exact ticker; agencies are as named on the filings.
Bills the past winners named while lobbying this agency's issues, rules from the department, and executive orders that name the agency, last 12 months.
For past winners matched exactly to a listed company. Insider trades are open-market buys and sells (Form 4) in the last 90 days, shown as facts; our own study found insiders do not reliably buy ahead of awards. A sale marked 10b5-1 was made under a trading plan set up in advance.

Companies are matched to tickers by exact name, including the subsidiaries a company lists in its SEC filings. A company we could not match shows no market rows; that is a miss, not a finding.
