For prompt response, please note that any communications regarding this RFQ should reference FA226325Q0007 and be submitted to christine.patterson.1@us.af.mil or michael.hickey.2@us.af.mil. Response to Solicitation Questions 12 May 2025 1. Is the proposal evaluation unit going to be purchased under the contract or is this supposed to be consigned? The TEP asks for a unit price for the Proposal Evaluation Unit. This does not conform to Section L, 1.(d), where it says that we must submit the Evaluation Unit at the same time as the proposal. How do we get paid for the evaluation unit if there has been no contract award? This is a Try, Decide, Buy acquisition which requires offerors to submit both an Evaluation Unit (Technical) and proposal (Price), as discussed in Attachment 5 Section M. The Government will award a contract to the offeror who is found to meet both Technical and Price Acceptability. The offeror to whom the contract is awarded will be authorized to submit an invoice for the Evaluation Unit in the amount proposed. Offers that do not meet both Technical and Price Acceptability will not be eligible for award. As discussed in Attachment 4 Instructions to Offerors, Item 1.0 General Instructions, Section (d), Any units not chosen as part of the award shall be returned to the offeror. The offeror shall bear the cost of shipping and returning units to their facility. 2. In CLIN 0002/0004, it asks for a COTS and Software Manual. We do not have a separate manual for the software and hardware. Can we supply one manual? One consolidated manual is fine. Manuals are required for use in the field. 3. In PD 2.3.5, it talks about secured wireless transmission which adheres to AFMETCAL Program cyber security requirements. I cannot find what this specifically addresses. Our communication is via a wire or Bluetooth. I was told, when discussing this with the end user, that Bluetooth is not a problem, so we assume it meets these requirements. Please confirm. Any non-WiFi or internet-based communication protocol is acceptable. Bluetooth is acceptable as long as cyber security requirements are met. 4. Does the RFQ call for a computer to be part of the system? The PD states in 3.1.1. that If a computer is part of the SPCS, full admin.. With our system, a computer is required but we dont necessarily need to supply it. Please advise if the RFQ requires that a computer be included or not. A computer is not mandatory as long as the OEM software complies with the Windows requirements in the PD. We have laptops that should be able to operate the OEM software so long as its in l
