What the notice says

The U.S. Army is conducting market research to identify qualified sources capable of providing Internet Service Provider (ISP) services in Bogot, Colombia. This Sources Sought Notice is for market research and acquisition planning purposes only and does not constitute a solicitation, Request for Quote (RFQ), or commitment by the Government to award a contract. Pricing is not requested currently. Anticipated Requirement The Government anticipates requiring two (2) independent, unmetered, symmetrical 3 Gigabits per second (Gbps) dedicated fiber Internet circuits at: Sede Habitacional Bicentenar… (show all)

io de la Independencia Cantn Norte Military Installation, Bogot, Colombia One circuit will terminate on the 6th floor and one circuit will terminate on the 7th floor. The anticipated requirement includes the engineering, permitting, hardware provisioning, structured cabling, network integration, installation, activation, testing, monitoring, maintenance, and technical support necessary to provide fully operational Internet service. Anticipated technical and performance requirements include: Two (2) independent 3 Gbps symmetrical dedicated fiber circuits; Separate demarcation points on the 6th and 7th floors; Infrastructure and physical handoffs capable of supporting the required bandwidth and a potential future upgrade to 10 Gbps; Internet Protocol Version 4/Internet Protocol Version 6 (IPv4/IPv6) capability; Appropriate static routing and/or Border Gateway Protocol (BGP) capability; Unmetered Internet service without data caps; Installation, configuration, activation, and circuit performance/acceptance testing; 24 hours per day, 7 days per week, 365 days per year (24/7/365) monitoring, maintenance, and technical support; Approximately 99.5 percent monthly circuit availability; Acknowledgment and initiation of troubleshooting within one (1) hour of an outage or service notification; and Restoration capability within four (4) hours for qualifying circuit or hardware failures. The Government is using this market research to determine whether these anticipated requirements are commercially available in Bogot and to identify any technical requirements that may unnecessarily restrict competition or differ materially from customary commercial ISP practices. Information Requested Interested firms are requested to provide a brief capability statement addressing: Experience and capability providing comparable dedicated high-speed fiber Internet services in Bogot, Colombia. Ability to provide two (2) independent 3 Gbps symmetrical dedicated fiber circuits to the identified facility. Availability of physically diverse circuit paths and, if available, a high-level description of how circuit diversity would be achieved. Standard physical handoff, Internet Protocol (IP) addressing, routing, and network configuration normally provided for a requirement of this type. Ability to provide 24/7/365 monitoring, technical support, outage response, and service restoration. Realistic installation and service activation lead time following contract award, including, to the extent practicable: Typical number of calendar days from award to fully operational and tested service; Site survey requirements; Permitting or local approval requirements; Whether new fiber construction or infrastructure would likely be required; Availability or proximity of existing fiber infrastructure; Equipment or material lead times; Government/site-access actions necessary to support installation; and Other circumstances that could materially affect the installation schedule. Whether the anticipated 3 Gbps symmetrical service, 99.5 percent monthly availability, one-hour response, and four-hour restoration requirements are consistent with the firms normal commercial service offerings. Any recommended technical alternatives, commercial practices, or modifications the Government should consider when developing the final requirement. The Government is particularly interested in determining the earliest realistic timeframe in which fully operational and tested service could be established following contract award. Capability statements should be concise and should not exceed five (3) pages. Please submit responses electronically to MAJY TAN; morgan.tan.mil@army.mil, SFC Larson; melissa.t.larson.mil@mail.mil and Carmel Sanchez, carmel.sanchez.civ@mail.mil no later than 20 October 2026 at 3:00 PM, Bogot, Colombia local time. Responses received after the requested date may be considered if they provide information useful to the Governments market research. Participation is voluntary. Responses are not offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse respondents for any costs associated with preparing or submitting a response. 9. Section 889 Compliance. Confirm the firms ability to comply with applicable Section 889 requirements concerning prohibited telecommunications and video surveillance equipment or services, including applicable requirements of FAR 52.204-24, FAR 52.204-25, and FAR 52.204-26. Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.

Investor context
  • $T reported $122.4B revenue in FY2025. The median single-winner award in these 35 past awards, $79K, is under 0.1% of that. 10-K
  • $VZ reported $134.0B revenue in FY2025. The median single-winner award in these 35 past awards, $79K, is under 0.1% of that. 10-K

One award's total value against one year of revenue; many awards are paid over several years.

Latest awards

Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.
