roved checkpoint efficiency, and a better passenger experience. TSA currently has approximately 50 million Known Traveler Number holders and believes this number could double with industry support. TSA is requesting information on potential concepts, capabilities, and partnership models to grow the TSA PreCheck program through collaboration with airlines, other travel industry companies, and/or other interested parties. The travel industry has unique access to individuals as they are considering travel, making reservations, preparing for a trip, or engaging in other travel-related activities. These interactions may position travel industry entities to effectively promote TSA PreCheck and encourage eligible travelers to begin and complete enrollment. TSA is interested in receiving open-ended responses from industry regarding how partners could help increase TSA PreCheck enrollments. TSA does not intend to prescribe a single approach. Instead, TSA seeks information on a range of potential concepts that may include, but are not limited to, marketing, customer engagement, referral models, incentives, bundled offerings, online enrollment support, integration with existing travel platforms, enrollment event support, or other innovative concepts proposed by respondents. Industry partners may propose approaches that identify individuals who do not have a Known Traveler Number, engage customers during travel-related interactions, and encourage or support the TSA PreCheck enrollment process. Depending on the proposed approach, industry partners may collect limited information from interested individuals, such as name, date of birth, and preferred contact information, including email address and/or phone number. Industry partners may also propose other data collection, referral, voucher, payment, or enrollment support concepts for TSAs consideration. Individuals enrolling in TSA PreCheck would still be required to complete an in-person enrollment through one of TSAs three authorized enrollment providers, CLEAR, IDEMIA, or Telos. TSA is interested in learning more about capabilities that would allow industry partners, including airlines and travel industry companies, to market, promote, facilitate, refer, incentivize, or otherwise support TSA PreCheck enrollments. TSA is also interested in understanding how industry partners would measure results, report activity, support reconciliation, and structure compensation for efforts that result in increased TSA PreCheck enrollments. Industry partners may receive payment for activities that successfully support TSA PreCheck enrollment growth, subject to any future agreement and applicable requirements. TSA is seeking industry input on potential pricing structures, including, but not limited to, per-enrollment payments for completed enrollments, fixed-fee arrangements, milestone-based pricing, or other pricing concepts proposed by respondents. RESPONSES TO THIS RFI This section identifies the key information TSA requests from respondents. The topics below are intended to minimize respondent effort and help structure responses for ease of Government review. Respondents should also address the following topics, as applicable. Respondents are encouraged to propose their own concepts and are not limited to the examples provided. Response Element Description of Requested Information Illustrative Examples 1. Marketing Concepts Describe the concepts or capabilities the respondent believes could grow the TSA PreCheck population. Responses should explain how the proposed approach would reach, inform, encourage, or support travelers who may be interested in enrolling in TSA PreCheck Examples may include general TSA PreCheck marketing, targeted marketing, customer engagement during booking or trip preparation, referral programs, TSA PreCheck-specific benefits or bundles, loyalty program concepts, enrollment incentives, digital engagement strategies, temporary enrollment event support, or other innovative concepts. 2. Proposed Solution Description Describe the proposed solution or solutions to identify, engage, refer, capture, or otherwise support travelers interested in enrolling in TSA PreCheck. Respondents should explain the proposed customer journey and how the approach would support enrollment from initial engagement through completion, as applicable. For example, a respondent could propose a referral model in which a traveler is directed to an authorized enrollment provider and the partner receives payment if the traveler completes enrollment. A respondent could also propose capturing payment at the time of booking and providing the potential applicant with a voucher code that could be redeemed for enrollment. 3. Data Collection, Referral, and Transmission Approach Describe any proposed data collection, customer engagement, referral, payment, voucher, and transmission processes based on The respondents recommended technical and business approach. TSA has not yet finalized the minimum biographic data elements that industry partners may be required to collect and submit under any future approach. Depending on the proposed solution, TSA anticipates that this information may include name, date of birth, and preferred contact information. Respondents may also propose approaches that involve additional biographic information, payment information, referral information, voucher codes, or other data elements, as appropriate. Examples may include collecting limited biographic data, collecting additional biographic data such as passport number, address, or citizenship/permanent resident status, capturing payment information, issuing voucher codes, transmitting referral information, integrating with TSAs authorized enrollment providers, or using another method to support the enrollment process. 4. Collaboration with Other Entities Identify whether the respondent intends to collaborate with other entities in support of the proposed concept. If so, describe the anticipated role of each entity. Examples may include collaboration with TSAs current authorized enrollment providers, airlines, airports, travel agencies, online booking platforms, loyalty program providers, credit card issuers, or other travel industry companies. 5. Enrollment Completion Strategies and Incentives Describe any strategies the respondent may use to encourage travelers to complete the TSA PreCheck enrollment process after expressing interest or beginning an application. If applicable, describe any additional benefits the respondent may offer to encourage TSA PreCheck enrollment. Examples may include follow-up reminders, targeted communications, discounts, loyalty benefits, bundled travel benefits, targeted promotions, temporary enrollment event support, or other incentives. 6. Enrollment Impact Provide estimates of the number of individuals who may enroll in TSA PreCheck as a result of the proposed partnership. Respondents should include any assumptions used to develop those estimates. Examples of supporting assumptions may include estimated audience size, number of travelers without a Known Traveler Number, expected engagement rate, referral rate, application initiation rate, enrollment completion rate, campaign duration, or expected enrollment volume by channel. 7. Pricing Model and Assumptions Provide proposed pricing information for the respondents industry partnership

Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either. Notices whose amount is a placeholder such as $999,999,999 are not added in. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.
One award's total value against one year of revenue; many awards are paid over several years.
Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.
