Not yet. Expected award: Any day (median passed). Typical range Oct 25, 2024 to Jun 16, 2025; middle Jan 14, 2025.
Measured from 53 past early notices at Dept of the Navy with NAICS 334511 that later posted an award (middle half of cases, counted from Jul 3, 2024).
Responses are due Oct 22, 2026, so an award before then is unlikely; past cases include short solicitations.

It is a market research tool being used to determine potential and eligible businesses capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources because of this notice. r the productionization of the AN/UPX-50 Common Core Digital Interrogator (CCDI). This includes transitioning from lab-built prototypes to units that can be produced in an electronics manufacturing environment, the development of unique CCDI test equipment and procedures, as well as integration of the CCDI into existing DI test equipment to ensure the CCDI meets all specified requirements. Lastly, this effort includes Automated Switch-Over (ASO) production line development, a CCDI Re-Spin option, and a CCDI Unknown Trouble Report (TR) corrections option. The anticipated period of performance is 32 months with an estimated value of $47M. The work associated with this requirement is expected to be performed at the contractors facilities within the United States. No work at Government sites is anticipated. The specific place(s) of performance will be determined based on the location of the contractor selected for any resulting contract. 2.0 BACKGROUND Production of AN/UPX-50(C) DI systems is currently performed on the N00019-23-C-0046 contract by BAE Systems, Information and Electronic Systems Integration. The existing contract is a Firm Fixed Price type. The AN/UPX-50(C) is a DI for ground-based shipboard weapon system platforms to satisfy Mark XIIA IFF and Mode S requirements. Technical refresh of the AN/UPX-50(C) DI system to the CCDI system is currently performed on the N0001922G0009 N0001923F0023 Cost Plus Fixed Fee BOA Order. The technical refresh effort includes the redesign of the AN/UPX-50(C) DI assemblies to resolve parts obsolescence and implement solutions to achieve compliance with the latest specifications, qualification, and certification standards. 3.0 REQUIRED CAPABILITIES Supplies and services to be procured will support the Navys requirement of AN/UPX 50 CCDI EDMs beginning in December 2027 to support production deliveries in December 2030 to active new ship production lines including:CVN, DDG, LHA, LHD, LPD, WMSL, and WMSM ship classes. These efforts require highly specialized skills and knowledge of the CCDI system design and engineering details to meet the stringent schedule. Productionization of the CCDI includes integration of highly complex Contractor developed algorithms in conjunction with Government cooperation using organically developed algorithms for target processing. This system is specialized for operation with the Aegis Weapon System (AWS) and Ships Self Defense System (SSDS), involving characterization of the system of systems in their operational environment to ensure ship requirements are met. This effort is intended to complete Non-Recurring Engineering activities, which are already in progress. Productionization will include the development and integration of highly specialized test equipment to ensure equipment meets all specified requirements. BAE Systems is the sole designer, developer and manufacturer of DI and has been the only entity producing the AN/UPX-50(C) DI for over 10 years. BAE Systems retains the Technical Data Package (TDP). Interested parties must include a detailed explanation of how they would complete the CCDI Productionization requirements without a Government furnished TDP. Responses must also explain how they would accomplish the CCDI productionization effort and provide a timeline including major milestones to support BAE Systems CCDI production delivery requirements beginning in December 2030. This would include ensuring the offered productionized CCDI design is completed and is AIMS 17-1000 Rev 1 Box certified, including integration of internal target processing that meets the existing Combat System performance required by AWS and SSDS (in accordance with all applicable Weapon Specifications). 4.0 INCUMBENT This is a follow-on requirement. The Original Equipment Manufacturer is BAE Systems, Information and Electronic Systems Integration, 450 Pulaski Rd. Greenlawn, NY 11740USA. 5.0 ELIGIBILITY The Product and Service Code for this requirement is 5840. The North American Industry Classification System (NAICS) code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), with a small business size standard of 1,350 employees as defined by the U.S. Small Business Administration. The Government currently anticipates a sole-source award under FAR 6.103-1 to BAE Systems due to the Governments lack of required technical data and data rights for the AN/UPX-50 DI designs. However, all responsible sources, including small business (8(a), HUBZone, SDVOSB, WOSB) are encouraged to submit capability statements describing their ability to perform as a prime or subcontractor and to identify any specific portions of the requirement they can perform. All interested contractors must be registered in the System for Award Management government website at www.sam.gov to be eligible for award of Government contracts. Only interested firms who possess the supplies and services provided in this notice and can meet these requirements are invited to respond. The Government will not reimburse participants for any expenses associated with their participation in this notice. 6.0 SUBMITTAL INFORMATION It is requested that interested vendors submit to the point of contract below, a brief capabilities statement package (no more than 10 - 8.5 x 11 pages in length, single-spaced, 12-point font minimum) demonstrating the capability to meet the requirements of this notice. This documentation must address, at a minimum, the following: A company profile to include: Company name, business size under NAICS Code 334511, office location(s), Point of Contact name, phone number, email address, Commercial and Government Entity code, and Unique Entity ID. Provide documentation of the company's ability to begin performance immediately upon contract award projected in December 2026, to include a detailed plan and estimated schedule(s) of performance. Include any deviation or impact, if applicable. Any anticipated schedule, cost, or technical risks associated with performing this effort as a non-OEM source, and proposed mitigations. Provide documentation to show the company's ability to meet the Required Capabilities and Eligibility of this notice to include: Whether your company possesses, or can obtain access to the technical data, software documentation, and data rights necessary to perform this effort or describe an alternative technical approach that meets all interface, performance, qualification, and certification requirements without access to OEM proprietary information. Responses shall not contain classified information. If a response includes proprietary information, it shall be clearly marked as such. The Government will handle all proprietary information in accordance with applicable law and regulations and will not disclose it outside the Government without prior permission. Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.
