Next steps for this stage

Standard steps for the notice type; not advice about this buyer.

  • The agency intends to buy without full competition. Read the justification for the reason and the named source.

What the notice says

FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1. FAR 8.405-6(b)(1), The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. This software is the entirety of the virtual infrastructure that is currently operating on all of our networks. To overcome the restricted consideration, the agency would be required to completely redeploy the entire virtual infrastructure for all of our networks. … (show all)

There could potentially be all kinds of issues with trying to deploy different applications for the virtual infrastructure. No other software is compatible with the current infrastructure and there would be a significant duplication of cost/labor/training/possible downtime that would be associated with switching to another virtual infrastructure product which would not be recovered through competition. Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.

Companies are matched to tickers by exact name, including the subsidiaries a company lists in its SEC filings. A company we could not match shows no market rows; that is a miss, not a finding.
