What the notice says

The Meteorological Branch, West Desert Test Center (WDTC), Dugway Proving Ground (DPG), requires procurement of proprietary life-cycle replacement components for the C-Band Doppler Radar. The C-Band Doppler Radar is a highly specialized system requiring components engineered to exact tolerances and proprietary specifications. Due to the unique electrical and physical form-factor requirements of the system, third-party components are technically incompatible. Enterprise Electronics Corporation (EEC), maintains exclusive ownership of the technical data packages and manufacturing drawings require… (show all)

d to produce these parts. While other meteorological radar manufacturers exist in the commercial marketplace, technical evaluations confirm their overall system architecture cannot interface with the existing radar system infrastructure of WDTC DPG.

Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.
