Procurement Note e05 (DLAD 46.292) is hereby incorporated by reference. AS applicable, DFARS clause 252.242-7005, Contractor Business Systems, is incorporated by reference. THIS SOLICITATION IS BEING ISSUED UNDER EAF AUTHORITY; Synopsis is waived based on urgency (FAR 5.202(a)(2)). NAVSUP WSS Code N2 has determined that the requirements at DFARS 211.274 which mandates the use of DFARS clause 252.211-7003 "Item Unique Identification and Valuation" in all solicitations and contracts be deleted from all non-CLSSAFMS spares requirements processed by NAVSUP WSS and DLA-Aviation. The affect parts are wholly owned by FMS customer countries, are not covered by a Cooperative Logistics Supply Support Arrangement (CLSSA), these same assets will be delivered to the customer country for their sole use. The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to the DoD." These spares are non-CLSSA FMS assets and will never be delivered to DoD. The assets are delivered to a domestic U.S. freight forwarder who is under the contract by the FMS customer to ship assets to the country of record. The FMS customer countries retain ownership of their parts throughout the asset's lifecycle. These parts will never be owned by the U.S. Government, and will never beentered into the DoD Supply Chain. Based on this, there is no need for these non-CLSSA FMS country assets to be specially marked for tracking by DoD. \

3 award notices on SAM.gov in the last 24 months. Matched by: Same office (DLA AVIATION AT PHILADELPHIA, PA), same product/service code (PSC) 2835.
Single-winner award sizes (3): middle half $14.0M to $18.1M, median $18.1M; range $9.9M to $18.1M.
| Winner | Awards | Value | Last |
|---|---|---|---|
| AAR SUPPLY CHAIN, INC · $AIR · $3.5B | 2 | $36.3M | Oct 13, 2026 |
| HONEYWELL INTERNATIONAL INC. · $HON · $38.1B | 1 | $9.9M | Oct 1, 2025 |
Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.
- $AIR reported $3.5B revenue (12 months to Aug 31, 2026). The median single-winner award in these 3 past awards, $18.1M, is 0.5% of that. SEC filing
- $HON reported $38.1B revenue (12 months to Jun 30, 2026). The median single-winner award in these 3 past awards, $18.1M, is under 0.1% of that. SEC filing
One award's total value against one year of revenue; many awards are paid over several years.
- Oct 13, 2026AAR SUPPLY CHAIN, INC$18.1M28--POWER UNIT,AUX,AIRCMateriality: 0.52% of $AIR revenue (Low) SEC
- Sep 28, 2026AAR SUPPLY CHAIN, INC$18.1M28--POWER UNIT,AUX,AIRCMateriality: 0.52% of $AIR revenue (Low) SEC
- Oct 1, 2025HONEYWELL INTERNATIONAL INC.$9.9M28--POWER UNIT,GAS TURBMateriality: 0.03% of $HON revenue (Low) SEC
Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.
