What the notice says
This is a Presolicitation Notice only. This is not a Solicitation (Request for Quote). No purchase order will be awarded from this announcement. Any applicable attachments for this project (i.e., Drawings and Specifications) will be issued at the time of the Solicitation. This procurement is a 100% Total Small Business Set-Aside. All interested and capable small business offerors are encouraged to submit a quote. Project Description The Millvale LPP was constructed by U.S. Army Corps of Engineers (USACE) in 1980 under the authority of Section 205 of the Flood Control Act of 1948 as amended. Th… (show all)
e project consists of about 6,200 feet of channel improvement including concrete gravity retaining walls, concrete wall supports, anchored concrete toe blocks, concrete cap walls, stone-filled gabion mattresses, flap gates and access ramps. The LPP is an urban Flood Control Work (FCW), and it is not a multipurpose project. Heavy rains from 1-12 April 2024 caused flooding which damaged the Project within Girtys Run, including bank erosion, shoaling, erosion of the improved channel, ruptured gabion baskets, washed-out concrete buttresses, and erosion of grouted riprap. Of particular concern are the washed-out buttresses which have migrated to the center of the improved channel, impeding streamflow. If the buttresses are not removed and stream bank improvements continue to deteriorate, there is a risk that debris will continue to accumulate and could ultimately damage the channel downstream of the impediment. To address these damages, Allegheny County requested rehabilitation assistance from USACE through the PL 84-99 program, which authorizes USACE to rehabilitate eligible Federal and non-Federal LPPs damaged or destroyed by floods. An agreement was signed on 6 August 2025 between the Borough of Millvale and USACE to complete the necessary repairs. Some of the major features of work are, but not limited to: Temporary Stream Diversion, Dewatering, and Environmental Controls Stream Flow Control: Design, furnish, operate, maintain, and remove a temporary stream diversion and bypass pumping system to perform all channel bottom and bank work in a dry, dewatered state. Effluent Filtration: Discharge from pumping systems must pass through approved sediment and debris control filtration before re-entering Girty's Run. E&S Controls: Install, inspect, and maintain erosion and sediment controls compliant with PADEP Publication 363-2134-008. The project is located along Girtys Run and Boomer Run between Station 68+00 and Station 73+80, Allegheny County, Pennsylvania. The work is to be completed within 365 calendar days after written Notice to Proceed (NTP). The Anticipated Construction Cost is between $300,000.00 and $350,000.00. The contractor is responsible for all project submittals, including a Quality Control Plan, Accident Prevention Plan, and various shop drawings and product data for government approval. Special Notice: Safety and Qualification Requirements Safety Compliance (EM 385-1-1): Offerors are advised that all work on this project must strictly comply with the latest edition of the U.S. Army Corps of Engineers (USACE) Safety and Health Requirements Manual (EM 385-1-1) (Link: https://www.publications.usace.army.mil/Portals/76/EM%20385-1-1%20_EFFECTIVE%2015March2024.pdf). Prior to commencing work, the contractor must submit and secure Government approval for a site-specific Accident Prevention Plan (APP) and comprehensive Activity Hazard Analyses (AHAs). To enforce these standards, the contractor must employ a full-time, dedicated Level 1 Site Safety and Health Officer (SSHO) who must be present on-site at all times when work is in progress. The SSHO may also serve as the Quality Control System Manager (QCSM) but is strictly prohibited from serving as the project Superintendent. See Personnel and Contractor Qualifications. Personnel and Contractor Qualifications: To ensure technical competency and safe execution of this project, the Government requires key personnel to meet strict experience thresholds. The contractor must assign a Project Superintendent with a minimum of five (5) years of construction experience, with at least five (5) of those years acting as a superintendent on earthwork and channel restoration projects similar in size and complexity. Additionally, the contractor must provide a Quality Control System Manager (QCSM) who has a minimum of five (5) years of construction experience on similar projects and holds a valid "Construction Quality Management for Contractors" (CQM-C) certification, as well as a dedicated Site Safety and Health Officer (SSHO). Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.
