This Request for Information (RFI) seeks industry feedback on the site requirements, infrastructure, utilities, and diverse acquisition models (such as EULs, OTAs, IGSA, or joint ventures) needed to implement theater-scale production, thereby reducing reliance on long-lead CONUS based supply chains. The DON is prioritizing environmentally resilient concepts centered on industrial?scale facilities, modern manufacturing footprints, and construction?ready operational capacity that will simultaneously strengthen Hawaii's local workforce and broader economic development.
