. The Defense Health Agency Contracting Activity (DHACA) located at 808 Schreider Street, Fort Detrick, MD on behalf of the U.S. Army Institute of Surgical Research (USAISR), Joint Base San Antonio, TX intends to award a sole source firm fixed price contract to Becton, Dickinson and Company (a.k.a. BD) to acquire an advance cardiac output monitoring system. PROGRAM DESCRIPTION The required supply item is an advanced hemodynamic monitoring platform that integrates invasive and non-invasive sensors with predictive software to optimize patient management. The USAISR requires a high-quality cardiac monitoring system to support large animal research studies. The system needs to be able to combine predictive analytics, multi-parameter integration, and broad compatibility into a single platform, enabling clinicians to anticipate and prevent critical events. The equipment must be able to connect and communicate with the currently used DREW data acquisition system utilized for swine research protocols. The inability to meet these requirements will inhibit our ability to compare historical data thus resulting in potential loss of data, and efforts. REQUIRED CAPABILITIES Minimum Essential Characteristics (MECs): Cardiac Monitoring Platform The USAISR seeks a device that can monitor cardiac output (CO) and derive hemodynamic parameters in a hospital setting. We are seeking a CO monitoring device that utilizes a Swan Ganz catheter to monitor hemodynamic parameters. The devices proprietary coded output must be compatible with USAISRs unique internal data logging systems. This is required to maintain historic and current protocol data continuity and workflow. Inability to meet these requirements will inhibit comparisons of current and future studies to USAISR historical data resulting in loss of data, and efforts. The CO Monitoring Platform shall have the following specifications: Ability to measure the following: mixed venous oxygen saturation (SvO2), cardiac output (CO), stroke volume (SV), systemic vascular resistance (SVR), right ventricular ejection fraction (RVEF), right ventricular end diastolic volume (RVEDV), pulmonary artery pressure (PAP), and pulmonary artery occlusion pressure (PAOP). Utilization of the Edwards Lifesciences 7.5 FR Swan-Ganz CCOmbo V set or a Swan-Ganz of equal functionality and performance that provides continuous monitoring of SvO2 and measures continuous calculation of cardiac output by using thermodilution principles. Equipment dimensions equal to or smaller than 342 x 388 x 208 mm (height x width x depth) Equipment shall weigh less than 22 lbs Equipment ingress protection of at least IPX1 Display size of at least 15 inches. At least two (2) COM1 serial port connectors, RS-232 Operational environmental specifications: Temperature range: 0 to 37? Relative humidity: 10-90% non-condensing Altitude: 0 to 3,000 meters Transportation environmental specifications: Temperature range: -18 to 45? Relative humidity: 20 to 90% non-condensing Altitude: Maximum 6,096 m for up to 8 hours Monitor battery must have these technical characteristics: Output voltage (nominal) 14.4 V Maximum discharge current 4.096 A (8.5 A at 25?) Cells 8 x Li-Ion (lithium ion) Monitoring platform technical specifications: Input/Output Projective capacitive touch screen At least two (2) RS-232 serial ports: Maximum data rate = 57.6 kilo baud At least three (3) USB ports: 2 x USB 3.0; 1 x USB 2.0 At least one (1) RJ-45 ethernet port At least one (1) HDMI port Heart Rate average display Response time: 40 seconds for step increase from 80 to 120 BPM, 29 seconds for step decrease from 80 to 40 BPM. CO monitoring on: Averaging time: Time between CO measurements (3 to 21 minutes); Update rate: Approximately 1 minute; Response time: 175 seconds for step increase from 80 to 120 BPM, 176 seconds for step decrease from 80 to 40 BPM. Electrical Rated supply voltage: 100 to 240 Vac; 50/60 Hz Rated input: 1.5 to 2.0 Amps Fuses: T 2.5AH, 250V; High breaking capacity; Ceramic Alarm Sound pressure level: 45 to 85 dB(A) Utilization of a Swan-Ganz patient cable with the following parameter measurement specifications: Continuous Cardiac Output Range: 1 20 Liter/minute Reproducibility: 6% or 0.1 Liter/minute, whichever is greater Maximum thermal filament surface temperature 48? Intermittent (bolus) Cardiac Output Range: 1 20 Liter/minute Reproducibility: 3% or 0.1 Liter/minute, whichever is greater Blood temperature Range: 15 to 45? Accuracy: 3? Roll Stand: Compatible rolling stand with bracket and plates for cardiac output monitoring system Base Dimensions: 12-15 inches wide x 10-12 inches deep to allow Height: Non-specific but need to be adjustable Warranty and Product Support: 12-month standard warranty 24-month product support and protection plan ELIGIBILITY The applicable NAICS code for this requirement is 339113 (Surgical Appliance and Supplies Manufacturing).
