The statutory authority permitting other than full and open competition is FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by 10 U.S.C. 3204(a)(1) and 41 U.S.C. 3304(a)(1). 3. Submission of Information All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government will not be responsible for any costs incurred by responding to this notice.
