These agreements are not competed because only one institution in the state has the faculty and ability to update the budgets. University extension offices already produce sample production budgets for producers and RMA is requesting specific budgets for specific crops. In addition, university extension offices already have the localized expertise and contacts with which to acquire the information needed. Based on this information, the Government intends to award this action under the authority of FAR 6.302?1, as applicable, because only one responsible source is capable of meeting the agencys needs in the required timeframe. This notice is not a request for competitive proposals. However, interested parties who believe they can meet the Governments requirements may submit a capability statement demonstrating technical expertise, product equivalency, and the ability to deliver all required specifications. Any responses received will be considered solely for determining whether a competitive procurement is appropriate. If no responses are received within the specified posting period, the Government will proceed with the intended sole source award to Mississippi State University.

Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.
