Responses and Capability Statements This notice of intent is not a request for competitive proposals. Any response received because of this posting will be evaluated solely to determine whether conducting a competitive procurement is in the best interest of the government. However, interested sources may submit a comprehensive capability statement demonstrating their firm's technical ability to satisfy the exact parameters of this requirement. All capability statements, technical inquiries, or qualifications must be submitted electronically to the Procurement Officer via amy.morrissette@dot.gov.
