The effect of this waiver is to allow an otherwise qualified small business to supply the product of an other-than-small manufacturer or processor on this intended small business set-aside contract. However, it must be emphasized that this waiver of the NMR does not waive other legal requirements applicable to Government procurements, such as the Buy American Act and the Trade Agreements Act. Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.
- $DRS reported $3.8B revenue (12 months to Jun 30, 2026). The median single-winner award in these 1984 past awards, $62K, is under 0.1% of that. SEC filing
- $HEI reported $5.2B revenue (12 months to Jul 31, 2026). The median single-winner award in these 1984 past awards, $62K, is under 0.1% of that. SEC filing
One award's total value against one year of revenue; many awards are paid over several years.
