What the notice says

Noncompetive action awarded to iSoft. iSoft installed the existing audio visual system. Modifications and additions to their original configuration are best completed by their technicians due to familiarity with the equipment. Allowing other companies to modify the iSoft installed software and hardware would add time and complexity to the installation, jeopardize remaining warranty and support from iSoft and add undue risk to the government.

Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in.
