What the notice says
NASAs Technology Transfer Program solicits inquiries from companies interested in obtaining license rights to commercialize, manufacture and market the following technology. License rights may be issued on an exclusive or nonexclusive basis and may include specific fields of use. NASA provides no funding in conjunction with these potential licenses. THE TECHNOLOGY: The Lunar Reconnaissance Orbiter (LRO) employs many advanced innovations developed at Goddard and in collaboration with other organizations. The applications and benefits for these technologies are advantageous for many other indus… (show all)
tries as well. One of those technologies is the Space Link Extension Return Channel Frames (SLE-RCF) software library. This software library enables a mission control center to receive telemetry frames from a ground station. The technology implements the SLE-RCF protocol as defined by the Consultative Committee for Space Data Systems (CCSDS). Software routines can be reused from mission to mission. The Space Link Extension Return Channel Frames (SLE-RCF) software library helps to monitor the health and safety of spacecraft by enabling space agency ground support and mission control centers to develop standardized and interoperable mission control applications for space telemetry data. The software library eliminates the need for missions to implement custom data communication designs to communicate with any ground station. The two main tasks accomplished via the SLE-RCF software library are processing user requests and receiving data from ground stations and ground support assets. The software library contains three layers: -SLE (Space Link Extension) for the abstract workings of the protocol -DEL (Decoding and Encoding Layer) to decode and encode the abstract messages used by the SLE layer -TML (Transport Mapping Layer) to transfer the encoded messages via some underlying transport layer protocol, such as as the transmission control protocol (TCP) The library accepts configuration or SLE-RCF directives from the user and responds accordingly. Incoming data, both telemetry frames and status messages, are processed and the appropriate callback routines are triggered by the library. To express interest in this opportunity, please submit a license application through NASAs Automated Technology Licensing Application System (ATLAS) by visiting https://technology.nasa.gov/patent/GSC-TOPS-72 If you have any questions, please e-mail NASAs Technology Transfer Program at Agency-Patent-Licensing@mail.nasa.gov with the title of this Technology Transfer Opportunity as listed in this SAM.gov notice and your preferred contact information. For more information about licensing other NASA-developed technologies, please visit the NASA Technology Transfer Portal at https://technology.nasa.gov/ These responses are provided to members of NASAs Technology Transfer Program for the purpose of promoting public awareness of NASA-developed technology products, and conducting preliminary market research to determine public interest in and potential for future licensing opportunities. No follow-on procurement is expected to result from responses to this Notice.

Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.
- $AMTM reported $7.9B revenue in FY2025. The median single-winner award in these 157 past awards, $14.0M, is 0.2% of that. 10-K
One award's total value against one year of revenue; many awards are paid over several years.

Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.
