What the notice says
The U.S. Department of Health and Human Services (HHS), Office of the Assistant Secretary for Administration (ASA), Immediate Office (IO), intends to solicit and negotiate on a sole-source basis with YAT CHOI LLC for modernization discovery, prototyping, and implementation-planning services. The Government anticipates conducting this acquisition using Simplified Acquisition Procedures under FAR Part 13. Pursuant to FAR 13.106-1(b)(1)(i), a contracting officer may solicit from one source for an acquisition not exceeding the Simplified Acquisition Threshold when the circumstances of the contract… (show all)
action deem only one source reasonably available. The anticipated award will be a firm-fixed-price contract valued at approximately $200,000, with a 25-week period of performance from September 30, 2026 through March 23, 2027. The requirement and pricing structure are reflected in the acquisition documentation currently provided by ASA. Intended Source YAT CHOI LLC UEI: RT4EBWRLES43 CAGE Code: 22JT5 33 Greenwich Avenue, Apartment 10J New York, NY 10014-2722 United States YAT CHOI LLC maintains an active registration in the System for Award Management (SAM). Its current SAM registration expires July 3, 2027. The entitys SAM record includes NAICS 541512 and PSC DA01 among its registered service classifications. Description of Requirement HHS requires a senior-led modernization discovery, prototyping, and implementation-planning engagement for selected HHS programs, workflows, systems, and technical operations. The engagement is intended to evaluate opportunities to improve organizational performance through business-process redesign, automation, artificial intelligence, improved data practices, and modern technical approaches. Existing processes may involve manual activities, fragmented workflows, repeated data entry, reconciliation, routing, review, and outdated technical tools. The anticipated 25-week engagement consists of a five-week Mobilization and Readiness Phase, followed by a 20-week Discovery, Prototyping, and Implementation Planning Phase. Mobilization and readiness activities are expected to include contractor staffing and onboarding; completion of applicable security, privacy, and system-access requirements; orientation to the HHS environment and selected systems; kickoff activities; and development of an integrated work plan. Subsequent performance is expected to include discovery interviews and working sessions; review of selected workflows, systems, and technical operations; technical and process analysis; development and testing of prototypes or proofs of concept; validation with HHS stakeholders; and preparation of implementation recommendations and plans for opportunities selected by HHS. Anticipated deliverables include: A current-state assessment; A prioritized modernization-opportunities portfolio evaluated for expected impact, feasibility, complexity, and time to value; Technical recommendations for high-priority opportunities; Agreed prototypes or proofs of concept; Implementation plans for opportunities or prototypes selected by HHS; Supporting technical and operational documentation; An implementation roadmap for remaining opportunities; and An executive readout or summary. For HHS-selected prototypes, the contractor may also be required to provide applicable supporting technical artifacts, including source code, configuration files, data models and schemas, interface specifications, design documentation, build and testing instructions, and dependency or licensing information. These requirements are derived from the final Statement of Need. Basis for Proposed Sole-Source Action HHS considered whether full-service management consulting firms and other modernization providers could satisfy the requirement. The Government's market research and source rationale found that conventional consulting firms generally would need to assemble a multidisciplinary team or obtain additional technical resources to provide the required combination of business-process modernization, artificial intelligence, automation, technical architecture, and rapid prototyping. Such an approach could introduce additional staffing, onboarding, coordination, and knowledge-transfer time within the required performance schedule. YAT CHOI LLC has been identified as capable of providing the required management and technical capabilities through an integrated, senior-led engagement without reliance on multiple consulting teams or subcontracted technical specialists. The contemplated approach enables movement from discovery and process analysis to technical validation and prototyping within the required schedule. The Government also anticipates use of a firm-fixed-price structure to establish price certainty and place responsibility on the contractor for delivery of the defined outcomes rather than reimbursement based on labor hours. The underlying source rationale is documented in the Statement of Need. Classification The Government anticipates classifying this acquisition under: NAICS 541512 Computer Systems Design Services PSC DA01 IT and Telecom Business Application/Application Development Support Services (Labor) The scope includes integrated systems and workflow analysis, modernization design, technical architecture, automation and AI-related technical work, prototype development and testing, and implementation planning. NAICS 541512 therefore best reflects the principal purpose of the acquisition. YAT CHOI LLC's SAM registration separately confirms that it is registered under NAICS 541512 and PSC DA01. Under FAR 19.102, the appropriate NAICS classification is determined from the principal purpose of the Government requirement, including the solicitation description, function, and relative importance of its components.
