:00 p.m. EDT on October 30, 2026, DHS procurement offices will no longer enter new procurement opportunities into the legacy APFS site while final data migration and transition activities are underway. Beginning November 5, 2026, industry partners may access DHS forecast data on DHS.gov: Advance Acquisition Planning: Forecast of Contract Opportunities | Homeland Security. Forecast data will be available for download in Excel, CSV, and PDF formats. Between November 5 and December 9, 2026, automated email alerts and subscription messaging services will temporarily be unavailable. However, industry partners will continue to have access to forecast data. Forecasted opportunity listings will be available on DHS.gov for users to view and download directly. Full automated messaging and subscription notifications are scheduled to resume in December 2026. Until then, industry partners are encouraged to download forecast files directly from the site as needed. The search features currently available in APFS will be available on the new APFS site, apfs-era.dhs.gov, in December 2026. The site is currently under construction. Beginning in December, industry partners who are already registered for automated notifications in the legacy system will resume receiving them. Industry partners who wish to receive notifications may also register for the automated email service at that time. To comply with OFPP policy, the final phase of the transition will include uploading DHS forecast data nightly to the General Services Administrations (GSA) Forecast of Contracting Opportunities (FCO) tool on AcquisitionGateway.gov. A timeline for completion of this phase has not yet been established. DHS will keep industry informed when the Departments forecast data becomes available on apfs-era.dhs.gov and the GSA FCO tool. We understand that industry relies on accurate, timely acquisition forecast data. At DHS, we believe this information strengthens our requirements and helps ensure that we obtain the best solutions to support our mission. For questions, please contact the DHS Headquarters Industry Liaison team at dhsindustryliaison@hq.dhs.gov or the APFS Administrator at apfsadministrator@hq.dhs.gov.

Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either (5 here). Notices whose amount is a placeholder such as $999,999,999 are not added in. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.
One award's total value against one year of revenue; many awards are paid over several years.
Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.
For the 8 most frequent past winners above. Lobbying is matched by the company's exact name or exact ticker; agencies are as named on the filings.
Bills the past winners named while lobbying this agency's issues, rules from the department, and executive orders that name the agency, last 12 months.
For past winners matched exactly to a listed company. Insider trades are open-market buys and sells (Form 4) in the last 90 days, shown as facts; our own study found insiders do not reliably buy ahead of awards. A sale marked 10b5-1 was made under a trading plan set up in advance.

Companies are matched to tickers by exact name, including the subsidiaries a company lists in its SEC filings. A company we could not match shows no market rows; that is a miss, not a finding.
