Contractor would operate as a commercial enterprise that earns a profit: the Contractor would account for all gross receipts, deduct verified allowable operational expenses (including monthly utility costs), retain a profit as stipulated in the contract, and pay the agreed upon percentage to the Government. The Contractor would be strictly fiscally liable for all operational, security, and administrative liabilities (including lost keys, re-keying, badge replacements, screening costs, environmental remediation, and fines), all of which shall be deducted directly from the Contractor's retained profit and shall not reduce the Government's net remittance. This exceeds the Service Contract Act (SCA) Wage rates. Interested contractors should reply in email with a completed Sources Sought response form.
