What the notice says

This public posting is for informational, planning, and market research purposes only and constitutes a Request for Information (RFI) and a Sources Sought Request (SSR) only for United States, Department of Homeland Security (DHS), Customs and Border Protection (CBP). This announcement does not constitute a commitment, implied or otherwise that a solicitation or procurement will be issued. This is not a solicitation, Request for Proposal (RFP), or Invitation for Bids (IFB). follow-up information requests. No questions will be addressed at this time. As a component of the United States (U.S.) Department of Homeland Security (DHS), Customs and Border Protection (CBP) is responsible for protecting our Nations borders in order to prevent terrorists and terrorist weapons from entering the U.S. while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws. In support of this responsibility CBP has implemented and deployed numerous technology systems across the U.S. and internationally that require systems administration and maintenance services. ILD manages a 24/7 Maintenance Dispatch Center for maintenance activities. The Maintenance Dispatch Center (MDC) initially responds to service calls from the numerous CBP sites. The Maintenance Dispatch Center staff record the calls for service in the CBP databases ServiceNow and Integrated Logistics Support System, i.e., MAXIMO). Maintenance Dispatch Center staff issue requests for repair or maintenance services to the Contractor in the form of a Work Order (WO) that initiates the maintenance request. The Contractor responds to the CBP sites, effects repair or completes maintenance actions, and provides periodic status updates and Work Completion Forms (WCF) to the Maintenance Dispatch Center based on the provided requirements contained in this Performance Work Statement. Instructions Interested parties are encouraged to respond to this notice if they have the capability and capacity to provide the identified services. The RFI process is an important part of CBPs market research as required by the Federal Acquisition Regulation (FAR). Among other things, to justify a small business or 8(a) set-aside procurement, CBPs market research must demonstrate that there are at least two small businesses or 8(a) small businesses capable of performing at a fair and reasonable price that are likely to submit offerors. Respondents need to list their current contract vehicles and whether or not they are a small business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned Small Business, 8(a) small business, Women-Owned Small Business, or small disadvantaged business. The due date and time for responses is no later than 2:00 PM EDT, Wednesday, October 28, 2026. The RFI responses shall be submitted via email to EIODACQUISITIONSILS@cbp.dhs.gov with the subject line Integrated Logistics Division Maintenance and Logistics Support Services - Varex RFI. All responses must adhere to the page limits of 10 pages total. The submission shall be logically assembled. Each response section shall be clearly identified and shall begin at the top of a page. All pages of each response section shall be appropriately numbered and identified by the complete company name, date, and referenced number listed on the Notice in the header and/or footer.

Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either (1 here). Notices whose amount is a placeholder such as $999,999,999 are not added in. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.

Latest awards

Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.

Competitive landscape

For the 8 most frequent past winners above. Lobbying is matched by the company's exact name or exact ticker; agencies are as named on the filings.

  • 1 of these past winners lobbied U.S. Customs & Border Protection since 2024 (2 filings)
  • 0 of their lobbyists list a past U.S. Customs & Border Protection job
  • No corporate PAC money from them to the overseeing committees since 2024
  • 0 foreign-agent (FARA) registrations

Market

For past winners matched exactly to a listed company. Insider trades are open-market buys and sells (Form 4) in the last 90 days, shown as facts; our own study found insiders do not reliably buy ahead of awards. A sale marked 10b5-1 was made under a trading plan set up in advance.

  • 0 of the past winners are listed companies
  • 0 insider buys and 0 insider sells at them in the last 90 days

Companies are matched to tickers by exact name, including the subsidiaries a company lists in its SEC filings. A company we could not match shows no market rows; that is a miss, not a finding.
