ta of ongoing research studies. A critical factor in filling the requirement is the limited viability (no more than 2 hours transport time) of the irreplaceable study biosamples. While this pre-solicitation does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that Psomagen, Inc. is the owner and developer of the required proprietary testing services currently used by NCI in its ongoing research studies. However, vendors who believe that they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact prior to the closing date and time of this notice. Interested parties should clearly address the challenge of integrating with existing Psomagen quality control, sequencing libraries and expression analysis data. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
