d competence for the required work identified in this synopsis. The applicable North American Industry Classification System (NAICS) code is 541330, Engineering Services, with a size standard of $25,500,000. While primarily intended for SAD districts within the AOR, the MATOC pool may also be used by other USACE districts with approval from the Savannah District Procuring Contracting Officer (PCO). In such cases, design services obtained through this pool may be applied to projects within the SAD AOR; however, the Savannah District will retain full Contracting Officer authority. Offerors are cautioned to read this announcement in its entirety. Task orders will be Firm-Fixed-Price (FFP) and negotiated using the negotiated binding rates for the level of effort required to meet the needs of the government for the project. Assignment of individual task orders will be in accordance with the Task Order Requirement Notice (TORN) process. To be eligible for contract award, a firm must have an active registration in the System for Award Management (SAM). Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in.
