e, medical, and security emergencies. Furthermore, DoW mandates that all Operational Technology (OT) and Information Technology (IT) systems run on supported operating systems to comply with current Security Technical Implementation Guides (STIGs). With previous Windows OS versions reaching EOL, upgrading to Windows 11 is a non-negotiable requirement to maintain a secure cybersecurity posture and retain the system's Authority to Operate (ATO). Failure to secure and execute this technology update will result in severe, cascading mission impacts across multiple domains. For Cybersecurity & Compliance, this means revocation of the system's Authority to Operate (ATO); the Authorizing Official (AO) will be forced to quarantine the Monaco system from the DoW Information Network to prevent lateral vulnerabilities. Market Research Assessment determined that Monaco Enterprises, Inc. is the best acquisition path and will be of the largest benefit to the Government. Pursuant to RFO 12.102(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals/quotes and no solicitation document exists for the requirement. Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.
- $HON reported $38.1B revenue (12 months to Jun 30, 2026). The median single-winner award in these 46 past awards, $93K, is under 0.1% of that. SEC filing
One award's total value against one year of revenue; many awards are paid over several years.

Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.
