THIS IS A PRE-SOLICITATION ANNOUNCEMENT. Project Title: Bldg. 100 Roof Top AHU-8 Replacement at Palo Alto VA Medical Center, Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 21 (NCO 21) on behalf of VA Palo Alto Health Care System. Description: The Department of Veterans Affairs Palo Alto campus has a requirement to replace the AHU-8 in accordance with the draft statement of work (SOW) and specifications. All information in this pre-solicitation announcement is a draft and subject to amendment(s) and is in no way binding to the Government. In consideration of time, a draft copy of the SOW is being posted along with the specifications for review ahead of a site visit. A request for proposal will be issued as a total SDVOSB set-aside. The applicable North American Industry Classification System (NAICS) Code is 238220 Plumbing, Heating, and Air Conditioning Contractors, and the small business size standard is $19M. PSC Code is Z2DA, Repair or Alteration to Hospitals and Infirmaries. The magnitude of construction projects is between $80,000 and $100,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. This is a pre-solicitation announcement only. Solicitation documents will be available on or around early October 2026. The solicitation will be a request for quote (RFQ), which will contain proposal instructions, a scope of work (SOW) and specifications.
