Update 03 Released: 7/28/2026 The FAA thanks all industry members who have provided feedback on this announcement so far. The information was very helpful. The purpose of this update is to provide an estimated magnitude of the scope, provide draft past performance minimum requirements, and to state the FAAs intent to determine the nature of forthcoming competition. An estimated total number of personnel of various labor categories, their respective organizations, and geographic locations are as follows: AAQ-200 (DC): 9 Full Time Equivalent (FTE) AAQ-300 (DC): 5 FTE AAQ-400 (DC): 1 FTE AAQ-500… (show all)

(DFW): 3 FTE AAQ-500 (SEA): 6 FTE AAQ-500 (BOS): 1 FTE AAQ-500 (ATL): 4 FTE AAQ-600 (NJ): 4 FTE AAQ-700 (OKC): 21 FTE Total estimated number of direct support personnel: 54 FTE Total estimated number of separate geographic locations: 7 Total anticipated Period of Performance: 10 Years The information provided above should be viewed as estimates only and is subject to change. A more detailed breakdown of labor categories, quantities, and locations will be provided when pricing information is solicited. The point of contact (POC) for this announcement is seeking to confirm who, if any, interested vendors possesses past performance can meet the following criteria: Possess at least three (3) examples of past performance, similar in scope (acquisition support services). Each example is completed or was ongoing within the last seven (7) years. Each example is valued at $10 million or higher. Annual reporting with performance ratings for each example can be found in CPARS. The nature of the competition has not yet been determined. Any solicitation resulting from this announcement may be open and unrestricted or set aside for small businesses, SBA 8(a) program participants, Woman-Owned Small Businesses (WOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), or HUBZone concerns. Responses to this update will assist the FAA in determining whether a set-aside is appropriate for the forthcoming solicitation. RESPONSE REQUESTED This is not a solicitation for specific past performance data. Please do not attempt to submit specific past performance data in response to this announcement. It will not be evaluated at this time if received. The point of contact (POC) for this announcement is seeking confirmation from interested offerors who can meet the draft recency and relevancy criteria outlined above. If your company is interested in submitting a proposal and can meet these criteria, please provide a brief, but clear, response to the POC of this announcement no later than 1600 (Central) on August 5, 2026 to confirm. (end of update) -------------------------------------------------------------------------------------------------------------------------------------------- Update 02 Released: 7/1/2026 The FAA is considering a competitive award strategy focusing on base contract year pricing, with past performance potentially prioritized over the lowest price. Currently, past performance is contemplated to be slightly more important than price. The FAA is considering the incorporation of terms for annual adjustments based on the 'Total Increase' amount in the header of the General Schedule (GS) salary tables, relevant to geographic location. These salary tables are publicly accessible at the following website: https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/2026/general-schedule This acquisition strategy is not yet finalized and subject to change. The FAA seeks a contract solution that is fair and reasonable, and mitigates future economic risks for both parties throughout the life of the contract. RESPONSE REQUESTED: The FAA seeks to confirm adequate competition exists if the contemplated strategy above is used. If your company has already responded to this announcement, please send a brief follow-up email to the POC of this announcement confirming your interest and intent to submit a competitive proposal if/when a solicitation is released. If your company has not yet submitted a response to this announcement, please read the full announcement below and respond accordingly. If you are interested but have concerns about this strategy, please propose an alternative that ensures fair annual adjustments and ensures all future option periods can be exercised unilaterally by the FAA throughout the life of the contract. (end of update) ________________________________________________________________________________________________________ UPDATE 01 RELEASED: 6/18/2026 The announcement below and the draft PWS have been updated to remove AAQ-900 (FAA Real Estate Contracting Division) as they will not be included in this requirement. An updated Draft PWS has been attached to remove this organizaiton from section 1.1. No other changes were made. (end of update) _________________________________________________________________________________________ NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE POC OF THIS ANNOUNCEMENT. The FAA intends to maintain this announcement until the release of a resulting solicitation. Interested vendors should continue to monitor this announcement on SAM.gov for updates, or FAA responses to questions, comments, and/or concerns. The FAA reserves the right to cancel this announcement and this requirement at any time, for any reason, and without notice. The purpose of this announcement is to update interested vendors regarding the previous market survey number 6973GH-25-SS-00002 for planning purposes. This is not a screening information request or a request for proposals of any kind. The FAA is not seeking or accepting unsolicited proposals for this project at this time. The requirement aims to provide support to AAQ with government acquisition document preparation and other administrative support services to facilitate the completion of the growing acquisition workload across the FAA. This contract does not permit contractor employees to perform inherently governmental duties, such as obligating appropriated funds or executing contractual agreements or modifications on behalf of the agency. The objective of any resulting contract will be to support AAQ by providing qualified personnel for acquisition support services in the contract specialist, financial management, and contract administrator disciplines for a period to be determined (TBD). The required skill set will be substantially similar to that required for the civil service OPM 1102, 0500, and 0343 series, with tasks of competence and complexity similar to levels GS-5 through GS-14. Incumbent information for current contracts supporting individual AAQ divisions to be consolidated under this requirement is as follows: AAQ-200 (DTFAWA13A-00230/693KA7-22-F-00007) Innovative Computing & Applied (INCA) Technology LLC (SAM UEI: ERN9NNNDWB15) AAQ-300 and AAQ-400 (DTFAWA13A-00039/693KA8-22-F-00003) ITStrategy, INC (SAM UEI: XD9HDPF5DJL3) AAQ-500 (697DCK-23-C-00268) Trevor L. Newman, INC (SAM UEI: FE35WM3URJ59) AAQ-600 (DTFAWA11A-00237) Trevor L. Newman, INC (SAM UEI: FE35WM3URJ59) AAQ-700 (6973GH-22-D-00082/6973GH-25-F-00021) Z-Tech Solutions, LLC (SAM UEI: XLRZU56NNMN7) See PWS paragraph 2.16 for specific places of performance for each AAQ Division. Attached is the FAA's latest draft Performance Work Statement (PWS) related to this announcement. This document is in draft format and subject to change. The FAA is contemplating establishing a decentralized ordering contract with a 5-year ordering period. Individual AAQ organizations are expected to place their own orders under this contract at various times throughout the ordering period. It is currently anticipated that the contract types to be used will consist primarily of Firm Fixed Price (FFP) for all full-time equivalent contractor support personnel, along with a small capability (no more than 5% of the total contract value) for Labor Hours (LH) to support minor transitional or su

Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.

Investor context
  • $SAIC reported $7.4B revenue in FY2026. The median single-winner award in these 125 past awards, $1.2M, is under 0.1% of that. 10-K

One award's total value against one year of revenue; many awards are paid over several years.
