What the notice says
Procure Main Engine Fuel Injectors per attached specification. Generators (QTY 3) have reached their 10000-hour maintenance window and renewal of fuel injectors and turbochargers are required. If this maintenance is not performed by the crew this will cause an intolerable equipment deficiency. This procurement will ensure engines are maintained in accordance with ABS standards and OEM recommendations. The supplies are unique or highly specialized to NOAAs Office of Marine and Aviations mission. The NOAA Ship NANCY FOSTER requires OEM parts as mentioned above.

Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.
