The purpose of this solicitation is to procure a Forward Networks Enterprise License (EL) that transitions DISA from a restrictive, decentralized licensing model to a centrally managed, unlimited-use software EL. This transition will establish a predictable, flat-rate pricing structure, eliminating per-device financial penalties and providing the unrestricted scalability required to support the DoD Information Networks (DoDINs) exponential devices growth. tract aims to ensure mission readiness by delivering the critical network modeling and predictive verification capabilities necessary to secure advanced Artificial Intelligence enclaves, in direct alignment with the Presidential Executive Order on Artificial Intelligence. Finally, by deploying dedicated Original Equipment Manufacturer (OEM) Resident Engineering support, the Government will accelerate the integration of the digital twin, automate Zero Trust Architecture (ZTA) compliance, and create a unified, queryable operational picture across DISAs complex, multi-vendor environment.

Value counts single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling; that ceiling is not one company's win, so it is not added in. Revenue next to a ticker is the company's last annual revenue from its 10-K.

Investor context
  • $IBM reported $69.1B revenue (12 months to Jun 30, 2026). The median single-winner award in these 3 past awards, $298.1M, is 0.4% of that. SEC filing

One award's total value against one year of revenue; many awards are paid over several years.

Latest awards

Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.
