Commerce (all) · DEPT OF COMMERCE NIST
Commerce is planning to buy "Sources Sought Notice for Manual Wedge/Ball Wire Bonder". This is an early notice: it is not taking bids yet. The work is in Gaithersburg, MD, USA. The original due date (Aug 22, 2025) has passed; check the latest amendment for the current one. In the last 2 years, similar work went to 10 or more companies, usually for about $81K per award. An award could come any day: the usual time to award has passed.
Put together from the facts on this page; the details and sources are below.
Capture briefs (a one-page, shareable copy of this page) are part of Pro. The CSV here holds the notice, its timeline and past awards.

ert a single photon into an electrical signal. These devices need to be operated in a hermetic package or environment and require an electrical wire-bond connection between the planar surface of the detector and whatever conductor exits the hermetic environment. Furthermore, single-photon detectors can provide picosecond timing precision, and the design of this wire bond connection, its parasitic inductance and capacitance, can have an impact on the performance of the device. NIST not only designs, assembles, and tests advanced single-photon detection systems, NIST also modifies and repairs existing single-photon detectors to achieve higher performance. For all these activities a versatile wire bonder is necessary. Moreover, the Quantum Measurement Division has recently received a single-photon detector from NIST-Boulder that requires repair. Until this device is repaired its use to advance NISTs quantum networking research is impossible. NIST requires a versatile benchtop wire bonder for device prototyping and repair, including a compatible stereo microscope system and work illumination system, a complete heated-work-holder system, tools necessary for setting up, using, and maintaining the wire bonder including a gram gauge, and training on the tools use and maintenance. NIST is seeking information from sources that may be capable of providing a commercial item solution that meets or exceeds the following draft minimum specifications: A complete benchtop ultrasonic wire bonder with a three-axis micro-manipulator and touch-screen interface Capable of fully manual 3 dimensional control (x,y,z), or semi-automatic (semi-auto Z, manual X&Y) operation Powered by 115 V standard US electrical power Capable of full operation without a compressed air/gas supply Capable of both wedge-wedge bonding and ball-wedge bonding Wire feed convertible changeable from 45 degrees to 90 degrees Capable of bonding Au and Al wires Capable of Au wire bonding with wire diameters from at least 18 um to 75 um or greater Capable of Au ribbon bonding with ribbons up to 25 um x 250 um or greater Manual control mechanical ratio of 6:1 or greater A work-space throat depth of > 120 mm Bonding tool horizontal travel > 12 mm Bonding tool vertical travel > 12 mm Programmable bonding-tool force from <15 g to >120 g Selectable ultrasonic bonding power from < 1.5 W to ? 3 W Bond time programmable from 10 ms to 1000 ms Bonding tool: diameter < 2 mm, length > 12 mm A memory for storing and retrieving multiple bonding settings An adjustable-height heated work holder for flat packages Work holder diameter of at least 2.5 A temperature controller compatible with the heated work holder An integrated stereo microscope and LED illumination system All tools necessary for setting up, using and maintaining the wire bonder including a gram gauge Training on the use, maintenance, and troubleshooting of the wire bonder HOW TO RESPOND TO THIS NOTICE In responding to this notice, please DO NOT PROVIDE PROPRIETARY INFORMATION. Please include only the following information, readable in either Microsoft Word 365, Microsoft Excel 365, or .pdf format, in the response: Submit the response by email to the Primary Point of Contact and, if specified, to the Secondary Point of Contact listed in this notice as soon as possible, and preferably before the closing date and time of this notice. Please note that to be considered for award under any official solicitation, the entity must be registered and active in SAM at the time of solicitation response. Provide the complete name of your company, address, name of contact for follow-up questions, their email, their phone number and, if your company has an active registration in https://sam.gov, your companys Unique Entity ID (UEI). Identify the equipment that your company sells that can meet the objectives addressed in the BACKGROUND section of this notice. For each product recommended to meet the Governments requirement, provide the following: Manufacturer name Model number Technical specifications If your company is not the manufacturer, provide information on your companys status as an authorized reseller of the product(s) Describe performance capabilities of the product(s) your company recommends to meet the Governments requirements. Additionally, if there are other features or functions that you believe would assist NIST in meeting its objectives described above, please discuss in your response. Discuss whether the equipment that your company sells and which you describe in your response to this notice may be customized to specifications and indicate any limits to customization. Identify any aspects of the NIST market research notice, including instructions, and draft minimum specifications in the BACKGROUND section you cannot meet and state why. Please offer suggestions for how the market research notice and draft minimum specifications could be made more competitive. State whether the proposed equipment is manufactured in the United States and, if not, state the name of the country where the equipment is manufactured. Identify any plans/possibilities for changes in manufacturing location of the aforementioned equipment and provide relevant details, including timeline. For the NAICS code listed in this notice: Indicate whether your company is (a) a small business or (b) other than small business. See the Table of Small Business Size Standards and the associated .pdf download file for small business size standards and additional information. If you believe the NAICS code listed in this notice is not the best NAICS code for the type of product addressed in this notice, identify an alternative NAICS code that you believe would be more appropriate for the planned procurement. Describe services that are available with the purchase of the aforementioned equipment from your company such as installation, training, and equipment maintenance. Describe standard terms and conditions of sale offered by your company for the recommended equipment such as: delivery time after your company accepts the order; FOB shipping terms; manufacturer warranty (including details regarding nature and duration); if available, description(s) of available extended warranty; equipment setup and test; operator and service instruction manual(s); cleanup after installation; and if applicable, other offered services. Provide a copy of manufacturer standard terms and conditions that typically relate to the sale of the specified equipment, if available. Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either. Notices whose amount is a placeholder such as $999,999,999 are not added in. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.
Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.
For the 8 most frequent past winners above. Lobbying is matched by the company's exact name or exact ticker; agencies are as named on the filings.
Bills the past winners named while lobbying this agency's issues, rules from the department, and executive orders that name the agency, last 12 months.
For past winners matched exactly to a listed company. Insider trades are open-market buys and sells (Form 4) in the last 90 days, shown as facts; our own study found insiders do not reliably buy ahead of awards. A sale marked 10b5-1 was made under a trading plan set up in advance.

Companies are matched to tickers by exact name, including the subsidiaries a company lists in its SEC filings. A company we could not match shows no market rows; that is a miss, not a finding.
