NASA · NASA GODDARD SPACE FLIGHT CENTER
NASA is planning to buy "Geostationary extReme UltraViolet Imager (GRUVI), Instrument Request for Information". This is an early notice: it is not taking bids yet. The work is in USA. Responses are due Dec 3, 2026. In the last 2 years, similar work (matched on the agency only, a loose match) went to 10 or more companies, usually for about $3.9M per award. An award is expected between December 2026 and June 2027.

Center to generate and provide Space Weather forecasts and alerts. Solar GRUVI imagery will provide comprehensive situational awareness of the inner solar corona. Although there is no requirement for the number of GRUVI spectral bands, bands will be selected that are sensitive to different plasma temperatures within the range specified for feature and phenomenological discrimination. It is anticipated that at the conclusion of this Phase A study any industry partner will be prepared to enter directly into a System Requirements Review (SRR), approximately one month after Implementation contract award, followed by a Preliminary Design Review (PDR). The capabilities required to perform this Phase A Study for the GRUVI instrument are not currently within the NASA/NOAA workforce, thus the government requires contractor support to perform this study. It is the plan that in the future the capabilities being sought by the RFI will be identified in house, which would allow the government to leverage using our own work force. In addition this RFI will allow the Government to assess contractor capability to manufacture the GRUVI instrument. The Government anticipates multiple awards for the Formulation/Risk reduction phase of the contract. Further, since this is planned to be a fixed price contract the government may authorize the use of priced, or unpriced option to add additional scope or extend the period of performance should the RFI result in the formation of the contract for the GRUVI instrument. The only unique attribute is that the Government will consider a pre-priced option proposed by a contractor to retire additional implementation risk. All responses, comments and/or questions shall be submitted electronically via email to Kelly Lytton at kelly.r.lytton@nasa.gov no later than 5:00pm EDT December 3, 2026.

Value counts new single-winner awards. "Shared" awards are multiple-award contracts that list every winner with the same total ceiling (same contract, or the same office, day and amount); that ceiling is not one company's win, so it is not added in. Contract modifications are not new awards and are not added in either (1 here). Notices whose amount is a placeholder such as $999,999,999 are not added in. Revenue next to a ticker is the company's revenue over the latest 12 months in its SEC filings.
One award's total value against one year of revenue; many awards are paid over several years.
Materiality: one award's value as a share of the winner's revenue over the latest 12 months in its SEC filings (or its last fiscal year, as noted when you point at it). Low under 1%, Medium 1 to 5%, High 5% or more. Many awards are paid over several years, so this overstates a single year's share.

Bills the past winners named while lobbying this agency's issues, rules from the department, and executive orders that name the agency, last 12 months.
For past winners matched exactly to a listed company. Insider trades are open-market buys and sells (Form 4) in the last 90 days, shown as facts; our own study found insiders do not reliably buy ahead of awards. A sale marked 10b5-1 was made under a trading plan set up in advance.

Companies are matched to tickers by exact name, including the subsidiaries a company lists in its SEC filings. A company we could not match shows no market rows; that is a miss, not a finding.
